Rockstar wants you to preorder GTA V from their own store at Rockstar Warehouse (Digital copy). It does makes sense since rockstar will be able to cut out the middleman and hence save some money on it. Witcher 3 said the same thing and recommends you to buy from GOG.com. The difference, while Withcher 3 offers a DRM free version and extra wallpapers and music on GOG, Rockstar offers a free game and in game cash for GTA-V.

Its clear from the facts that Steam and Indian e-retailers would end up with the same cost with the difference of having to download the game in steam would get you GTA San Andreas.
Whereas Rockstar’s own service gives you the choice of the free game although at a much higher price difference.
Those looking for just the cheapest copy of the game can go for Flipkart’s offer with extra 10% for HDFC cards.
